    "content": "Mr. Deputy Speaker, Sir, thank you for allowing us to canvass this matter. Second, the report by this Committee does not answer my concerns. In a nutshell, there was a reason why I asked this question, specifically on Universal Health Care (UHC). It is either the Committee or the Ministry of Health is locking out this Senate from getting involved in UHC. This is because the Senators involved in the four pilot counties do not know what is happening on the ground. This is another scam. I am not afraid to say so this because we do not know what is happening on the ground. Third, I requested for the contract documents that were signed between the Ministry of Health and the three companies, which is not here. What we agreed with the Cabinet Secretary for the Ministry of Health the last time she was here, is not captured in this report. Let her give us proper answers based on our requests. Finally, this is a matter that is really affecting most of the counties in this country- --"
