    "content": "Mr. Temporary Deputy Speaker, Sir, under the new Constitution, the right to decent housing has been singled out as one of the basic human rights. What we are doing to help slum dwellers with houses is that we are not giving title deeds for the land in the slum areas. However, we have a programme where we are developing houses, so that we have the slum dwellers acquire houses through a tenant purchase programme that will run over a period of 25 to 30 years. After this, they will be given title deeds for those residential houses."
