    "content": "With regard to the Petition brought by Sen. Sakaja yesterday about transport in Nairobi, I would like to observe that Nairobi requires everybody to sit together; the national Government and the County Government of Nairobi City, to deal with the transport nightmare. It cannot be handled by the County of Nairobi alone. The Nairobi City County must be helped to deal with Nairobi urban transport, which has been talked about since 1987 and nothing is happening. So, it is a crisis we are facing and which must be solved."
