"content": "I think the biggest problem is failure to constitute the board. As the Chair of the Committee has indicated, even if the CEO calls for a meeting and some of those public functionaries are not available because maybe they involved in other duties, it becomes difficult for the board to transact business, which could include making decisions on disbursements. So, until the board is fully constituted, the Hon. Members might continue suffering. The board needs to be fully constituted to make some of those decisions. Indeed, even the issue raised by Hon. Millie Odhiambo would be best addressed when there is a full board because it would be much faster. I am sure the Select Committee will push the matter when there is a full board. However, when the board is just four Government functionaries, who I think most of them are at the level of Principal Secretaries or thereabout, those are officers who obviously find themselves engaged in various other activities involving their ministries. This is actually killing the purpose for which the NG-CDF was established. The board is key in making various decisions. Many of which will address the issues you are commenting on. Hon. Members, let us take the undertaking given by the Leader of the Majority Party, Hon. Duale, that he will get in touch with the Cabinet Secretary so as to give the names of the board members. You know, Hon. Serem does not know that among other things, when I sit here, I keep counting Members because of the business that is there, most of which you concluded. You know, I am aware that there are some colleagues who have difficulties sitting here beyond 3.30 p.m. Maybe Hon. Serem you have a burning point. I will give you one minute.
