    "content": " Hon. Temporary Deputy Chairlady, I thank the Chairman for this amendment. The first one is just a procedure that for every law that we make, the Cabinet Secretary must table the regulations to effect it. There is a new development in the Capital Markets Authority called the rewards system. This is just to protect investors. In a situation where there is insider information whereby a staff of the Authority uses that system to benefit himself or herself, there is a penalty. Previously, the Bill only introduced the reward system. The Committee has gone further and said that that reward system cannot be used by the staff of the Authority."
