    "content": "After consideration and cross reference to the principal Act and the amendment, we propose to withdraw amendment (a) because Clause 27(5) of the principal Act already provides for reference to the Cabinet Secretary. Therefore, to change to a tribunal will also require amending Clause 5 which was not part of the amendments. Thank you."
