    "content": " Hon. Temporary Deputy Chairlady, I am a happy man because I wanted to oppose that amendment. It is good because the Committee Members have withdrawn it. This Bill comes from the National Treasury. It is part of the Bills that came with the Budget of the Financial Year 2018/2019. Because of the volume of the resources that SACCOs and co-operatives hold, which is close to the amount of money that the pension funds hold in our country, the National Treasury felt that they must regulate the daily operations of SACCOs. I was very uncomfortable with reverting to the tribunal which is established under the Co-operative Act, Cap.490 to retain those powers. For the first time, the Professor has seen the light."
