When we had these cohorts, and I must thank the Government because my constituency benefited, though at the tail end of the programme, it brings discipline in a constituency. You can see the other young people wanting to join. When these people have a disciplined way of doing things it changes the culture that is creeping in our country. It is for that reason that the Budget and Appropriations Committee and ourselves going forward should not look for ways of punishing them by denying them funds. We should fund them."
