As a Member of the Departmental Committee on Labour and Social Welfare, we had a chance to go through this Bill. We have agonised since the beginning of the year when we reduced the budgetary allocation to the NYS as a Committee. This was because of the wanton wastage which was going on there. It could not have continued that way."
