    "content": "Looking at the Bill, it is basically more or less a standard Bill to establish a Government service in respect of various functions as set out in the NYS Bill. I hope it will manage to pluck or minimise the looting that has been witnessed as NYS 1 and NYS 2. The looting was craftily designed to loot the service to its bare minimum, so that people could raise funds for what we know. Many times, the scandal happened either just before or after elections. We know exactly why that happened. We hope and pray that the revamped and re-energized NYS will not fall prey to manipulation by politicians, more so those serving in the Government. This will ensure that we do not have another scandal at the NYS. I take comfort with the statements attributed to the new Director-General and she has made it very clear that she will run a professional service. I hope she will live by her word and we will not have NYS 3 scandal."
