    "content": "Reading through the Bill, one gets an impression that you are intending to establish a paramilitary group that can be used for various services such as to support the KDF, the Kenya Police Service and all other formations. We are apprehensive that with this kind of military training, if they are not strongly anchored in law, the recruits will be misused for purposes of undertaking crimes against humanity.
