    "content": "I like the provision that the NYS can engage in commercial activities. However, we all know that governments are not designed to provide commercial activities, neither are they designed to be investors. Government is never designed to compete with the private sector in business. I am apprehensive that we are creating another situation where there is going to be a financial scandal or it is going to distort the market and the business environments. As parliamentarians, we need to look at that particular provision with a bit of care to avoid giving the service or the council a blanket cheque to establish any commercial ventures without checks and balances that are necessary to provide a system where we can scrutinise and make sure that it is for the common good of the society. It should not merely be meant for the purposes of enriching a few people."
