    "content": "From 2013, 2014, 2015 and 2016, we realised a budget growing from Kshs4 billion to Kshs26 billion. That, in itself, the Auditor-General should have raised a flag. The Public Accounts Committee (PAC) and the Budget and Appropriations Committee should have raised a flag. In Government departments, budgets do not grow from Kshs4.5 billion to Kshs26 billion. However, I think we have learnt lessons. Corruption took place. The men and women who stole the money are in court. More are to be arrested. At the end of the day, this institution will be like a parastatal. All its audited accounts will come to the Public Investments Committee (PIC). A council will be formed that will include men and women, and at the end of the day, it will make sure that this institution grows. This is a very important Bill, not only to the House and the country, but also to the future recruits, I beg to reply."
