    "content": "As was the case last week, the House Business Committee (HBC) felt that we can mix both the Private Members’ business and the other business of the House. Some businesses are important but are not supposed to be in the Order Paper this morning. We can discuss them because of the Procedural Motion which exempts them from the provisions of Standing Order No. 40(3). We want to make sure that we complete the important business that is before the House as we go for the long recess tomorrow and begin the New Year Session on 12th February 2019."
