    "content": "This Protocol was drafted in line with Article 151 of the Treaty which empowers partner states to establish protocols as are necessary in areas of co-operation. Partner states, thus, subjected the Protocol through due process. The East African Community initiated a study on the EAC broadband ICT infrastructure network that resulted into this Protocol. It also developed this Protocol through a consultative process involving stakeholders in all the partner states."
