    "content": "Once this infrastructure is put in place, access comes with discipline and so, having passed the Cyber Crime Bill we will ensure that there is much discipline and maturity in the use of internet. This same Bill presupposes that all parts of the country are covered by mobile network. So, I believe that the Government through the Communication Authority of Kenya will ensure that all parts of the country are covered by mobile networks.
