    "content": "So, this should be curbed because the Cyber Crime Bill has been passed. It has penalties and means of getting to people who abuse and misuse these kinds of facilities. The issue of ICT will take us through the Big Four Agenda. Without ICT, things will not move. I call upon the Government and Members of this House to look into the issue of abuse of internet facilities by some of our youth."
