    "content": "Free internet will ease business in rural areas. There is what we call business process outsourcing. This is a situation whereby somebody sends you an assignment to do, you do it, send it back to the person and you are paid. If we had free internet access in the rural areas, this business process outsourcing would help the youth who are unemployed to have something to do. India has succeeded. In fact, India is doing a lot of work for the United States of America (USA). India did data processing for the population of the USA. They earned a lot of money. Youth will be able to apply for jobs while they are in the rural areas. They do not need to come to Nairobi. The only challenge is funding. Parliament needs to avail funds for this noble activity so that the service can be implemented in the rural areas. We also need to emphasise the implementation of this Motion. We have passed a lot of legislation but my worry is when they will be implemented. We should not be a House which passes laws which will not be implemented. This is in our hearts because it will affect the people we represent in the rural areas. With those few remarks, I support the Motion."
