    "content": "First, 80 per cent of the constituencies in Kenya are in the rural areas. Most of the Members of Parliament whether born in town or rural areas understand the importance of this Motion and the infrastructure in the rural areas. I support the Motion because the biggest population is in the rural areas and they want to keep pace with what is going on in the world. For instance, in education. We have quite a number of people who did not go to formal schools but they still wish to prosper in education. I believe ICT and Wi-Fi are aspects that can empower somebody to ascend to the level that he wishes to reach in education. That is the reason I feel this Motion is very timely.
