    "content": "Under the circumstances, the Chair directs that this Question appears on the Order Paper three weeks from today. I hope that the Minister would have come up with an adequate answer. It is the responsibility of the security machinery in this country, not only to protect the lives of Kenyans, but also to indicate who has killed Kenyans. It is your responsibility. If you insist that it is thugs and goons, then you have to investigate and do so properly and come up with information that essentially commits those criminals and goons to jail."
