    "content": "They get one-week-old newspapers. So, they are excluded. So, if this becomes a reality, they will have access. Capacity is there. Most of our young people can do that. Hon. Temporary Deputy Speaker, on job creation, our young people are capable of creating jobs for themselves on the IT platform but they have to have the access. It would be extremely important if it is free and secure. There are some jobs young people can do themselves. Even in Government there are jobs that are done online and people get paid. We are going to exclude a large number our population in the rural areas from this. Extension services, healthcare and agriculture can be done through IT platform. I therefore support this Motion because it will take us a long way. When IT came, it did not come through schools. It came from the top so, we must bring it down and the only way to do that is to make it free and available at every point."
