    "content": "I support the Motion. We note that it says, “the House resolves” The House is not urging the Government, it is expected to resolve. The Committee on Implementation, and if the Mover is in the Committee, they must follow up its implementation. Even without a Bill, it can be implemented. I know that because when I was a Permanent Secretary, Hon. Mbadi moved a Motion that we should increase the stipend for elderly persons from Kshs1,500 per month to Kshs2,500, and we were forced to put it in the budget. The stipend was increased. This is achievable. I support the Motion."
