    "content": "I want to plead with the Committee on Implementation to ensure that this Motion is immediately implemented because of the impact it will have. Another issue concerns social media. You know even our grandmothers own phones which they only use to make calls but cannot access Facebook . For the information of the House, in the just released Kenya Certificate of Primary Education (KCPE) results in my constituency we had a 73 year old grandmother pass that exam. This is a person who can access Facebook and write on WhatsApp . What is lacking is internet. So, if this Motion passes, I can assure you it will be possible for you to pass your messages and communicate easily to your constituents. There will even be no rallies and political violence which is caused because people have to gather at a place to receive information from politicians. There will be no rallies and demonstrations and this will make our political lives very easy. I want to urge the Chair of the Committee on Implementation to move with speed and ensure this is implemented. If it is not implemented, we can as well bring it as a Bill so that it is part and parcel of our laws. Which means it must be implemented.
