    "content": "(b) Providing direction on the vertical and horizontal distribution of nationally-raised resources: The PFM Act 2012 and the National Assembly Standing Orders mandate the Budget and Appropriations Committee to review the Division of Revenue Bill as well as the County Allocation of Revenue Bill, and propose to the House the level of resources to allocate horizontally (that is, at the national level) and vertically (that is, between the two levels of government). The intent and spirit of designating this role to the Budget and Appropriations Committee is premised on the fact that as the Committee gives recommendation on the overall direction of the budget, it also resolves and guides on the overall resource envelope that is to be raised both domestically as well as externally."
