Temporary Deputy Chairman, I beg to move: THAT, Clause 7 of the Bill be amended in sub-clause (1)(d) by inserting the words “pursuant to the provisions of the Fourth Schedule of the Constitution” immediately after the words “commercial activities”. The justification is that counties are coming up with their own services. Since this Bill does not concern the counties, there is need to define the extent of operation of the Service to only cover the national Government as per the functions defined in the Fourth Schedule of the Constitution. Where it is necessary that the Service engages counties, there has to be consultation and a memorandum entered into."
