    "content": "Mr. Deputy Speaker, Sir, the issue of high fees for post-graduate is not within our Ministry. It lies with the Ministry of Higher Education, Science and Technology. We have appealed to them because surely if you look at the increment from Kshs120, 000 to Kshs214, 000, it cannot be afforded by an ordinary doctor. This increment is more than 100 per cent."
