I have asked him whether he is seconding the Motion as the Leader of the Majority Party or the Member for Garissa Township. That is a question which I want you to answer and then I will make a decision. It is a straightforward one. Let me choose for you, so that it becomes easier. If you are seconding the Motion as the Member for Garissa Township, then you have 10 minutes, which are now over. If you are doing it as the Leader of the Majority Party, you have 15 minutes and, therefore, a balance of five minutes. Choose one of them."
