    "content": "Hon. Deputy Speaker, we are also required to look at the constitutional and statutory requirements, and that is where I have two comments. On Section 16 of the Ethics and Anti- Corruption Act, I urge the Committee in its own time to re-look at that section in two ways. First, it introduces the Secretary to the EACC as a State officer and therefore, is essentially amending Article 260 that outlines who State officers are. I do not think an Act of Parliament can do that."
