    "content": "Mr. Speaker, Sir, there are two things that we must consider here. One is the duty that is levied by the Kenya Airports Authority, and the duty that is levied by the Kenya Revenue Authority. There is storage charge by the KAA and the Customs Department. In the case of urgent cargo, an importer is entitled to get a prior release without paying duty, and he can pay duty afterwards. If we increase storage days, this will encourage people to use the airport as a storage area. It will not be fair for importers who are honest."
