    "content": "Mr. Speaker, Sir, my understanding is that the delay is caused by documentation that relates to the Kenya Revenue Authority. The second thing that I would like to explain to the Member is that the new Constitution has provisions for consumer rights which would include the services that are offered either by individuals or even by the Government department. Therefore, I would expect that KRA would be able to adhere to the rights that importers are entitled to and this problem will come to an end."
