Barasa is out of order in the sense that in the Legislature, it is clearly stipulated in the Constitution and in the Standing Orders that there are two formations, namely, the Minority and the Majority. If there is a Government of national unity or if there is unity in the Judiciary or the Executive, it is not in the national Legislature. So, he is out of order.
