    "content": " Thank you, Hon. Deputy Speaker. I rise to second the Procedural Motion. Before I do so, I wish to comment that the National Assembly is back in session. We are re-energised and we have come to serve the citizens of the country in the way we are mandated to do by the law. Sessional papers are very important; the Government communicates its policies and plans through them. As it has been said, we had the first one, the 1965 Sessional Paper on African Socialism. We have had many others and we still expect more sessional papers, even on the Big Four Agenda of the Government. It is, therefore, important that when sessional papers come to the House, they are debated and endorsed such that the Government is able to carry on with its policies and plans. The times allocated are reasonable. This is the reason I second that we do adopt what we have set up."
