    "content": "Mr. Speaker, Sir, secondly, we must continue protecting our mandate and the counties. As we welcome our colleagues, I would like to use this opportunity to sound a warning to others who want to take advantage of the challenges that the doctors, nurses and counties are going through in the medical sector to announce that we can reverse the health function to Nairobi. I would like to assure the people of Kenya that we cannot return the health function to Nairobi. We have devolved that function and we will ensure that it succeeds. We will not tolerate those who are going to frustrate the resources that are going to the counties or the implementation of functions that have been devolved to the counties as an excuse of re-centralizing."
