    "content": "Clause 66 of the Bill proposes to amend Section 193 by inserting new subsection 3, 4, and 5. So, we amend Section 193 of the principal Act and insert new Section 3, 4 and 5 which will require the public sector accounting standards board to account and report to the Cabinet Secretary. This is to ensure that the body submits the statutory and management reports on their operations. This is just to ensure that they comply with the best practices and internationally required form of accounting. This Bill is firmly anchored in Article 201 of the Constitution. It gives effect to the principles of public finance as enshrined in the Constitution. In particular, this Bill makes amendments that provide for openness, accountability and public participation in managing public finances."
