    "content": "In Clause 10, in the process of preparing the Budget Policy Statement, there has been a focus only on revenue and expenditure requirements. There has been minimal mention in terms of borrowing requirements. This clause states that it will be mandatory as you prepare that important policy statement to indicate what will be the borrowing requirements as you finance your budget. This is where we have been having problems in terms of budget deficit. This will go a long way in ensuring that we get it right at the planning stage before we even go for implementation."
