    "content": "Clause 35 talks about overdrafts. It is saying that where MDAs and county governments have taken overdrafts from the bank, they have to declare them on the 5th day of the following month. This is very important for the management of our resources. It will ensure that we do not have county governments which have overdrawn their accounts and are not mentioning it. These are public funds and it should be stated clearly how the money has been used."
