    "content": "We want proper utilization and management of our resources. Members should play the oversight role in all counties. In fact, misuse of public funds in Kenya should stop. In normal circumstances the end of accounting is the beginning of auditing. Auditing is to ascertain the overview of the financial statements, whether they are making losses or profits. We should empower the Cabinet Secretary, National Treasury, to be in charge of all accounting officers. If we pass this amendment Bill, we shall attain one, prudent utilisation of our resources and two, value for our money, which is very important."
