    "content": "The issue under Clause 36 on the single treasury account, on the face of it, looks a very prudent decision and a very good arrangement. Of course, there are a few challenges that will come with that provision. One, the Central Bank does not have branches in all the 47 county headquarters. Our concern is that quite a number of programmes and projects could require cash withdrawals and cash handling. In my county of Busia, for example, the nearest Central Bank is in Kisumu. Withdrawing millions of money driving all the way from Kisumu to Busia, obviously will amount to cases of the money disappearing in between. Cases of robbery with violence are going to be very common.
