    "content": "The question of amending Section 17 of the principle Act about not procuring three months to the election date is most welcome, but must be looked at vis a viz the annual procurement plan and last time we passed Government Contracts Act. We need to see how we can resolve the matter. The issue of pending Bills is killing local enterprises and as a matter of urgency both the national and county governments must deal with it."
