    "content": "Lastly, we put too much attention on control of expenditure. We do not put much attention on the management of revenue collection. The Kenya Revenue Authority is safely under the umbrella of the National Treasury and so they are not exposed to the criticism and comments that we would do with other institutions and yet there are big issues there. How much of it in the management and auditing of revenue collection are we doing? This is not a case where you can send in an auditor as we do on the expenditure side once a year to run through the payments. They should be embedded in KRA. I know we have some in the customs department and this is useful."
