In my mind, it is to some extent an implementation of the Constitution in relation to devolution of PFM. In a way, it does reflect a bit of failure on our part to adhere to the Sixth Schedule of the Constitution - the transition to Devolved Government Act and Transition Authority (TA) because these are the issues which should have been looked at very carefully during that process."
