    "content": "Looking at Clause 6, it is stating that the county assemblies should request the Parliamentary Budget Office for capacity building where necessary. Looking at the TA and the Transition to Devolved Government Act, that is exactly what they should have done. Now, we are bringing this through amendments. Looking at Clause 5, it has further amended to clarify that it is only external borrowing that is limited. Again, this is an issue we should not be talking about now."
