    "content": "Also looking at Clause 13, you wonder how it has been. It states about ensuring that exchequer issues are reported per programme and project for effective monitoring. When exchequer is being released both at county and national level, if we do not do this, then we will have a blanket provision of money. So, the PSs will apply the money as, where and when they wish. Whereas, if you are in programme budgeting which has been going on in this country for over two years, when the money comes, it will strictly state what it is meant for."
