    "content": " Thank you, Hon. Temporary Deputy Speaker, for allowing me this opportunity also to contribute to this PFM (Amendment) Bill. The proposed amendment in Clause 2 proposes to allow only the Central Bank of Kenya (CBK) to issue overdrafts. The proposed amendment in Section 2 of the principal Act amends the definition of the short-term borrowing to specify that it is only the CBK that will be allowed to issue overdrafts and no other banks.
