    "content": "Madam Temporary Chairperson, I beg to move: THAT Clause 3 of the Bill be amended by— (a) inserting the words “with respect to land use planning” immediately after the words “for dispute resolution” in paragraph (e); and (b) inserting the following new paragraphs immediately after paragraph (g)— (h) a robust, comprehensive and responsive system of land use planning and regulation; and (i) provide a framework to ensure that investments in property benefit local communities and their economies."
