    "content": "Madam Temporary Chairperson, I have 41 pages of amendments. I beg to move: THAT Clause 4 of the Bill be amended by deleting the marginal note and substituting therefor the following new marginal note— Values and principles. PART II THAT the title to PART II of the Bill be amended by deleting the word “PHYSICAL” and substituting therefor the words “LAND USE”. So, I propose that Clause 4 be amendment as provided for in the Order Paper because all the amendments are there."
