(b) by deleting subclause (2) and substituting therefor the following new subclause— (2) The Cabinet Secretary shall, within twenty one days of the expiry of the period for making comments under subsection (1), consider the comments made on the National Land Use Development Plan and may incorporate the comments in the plan."
