    "content": "THAT, Clause 75 of the Bill be amended – (a) in sub-clause (1) by inserting the words “in collaboration with the Council of County Governors” immediately after the words “Cabinet Secretary shall”; (b) by inserting the following new sub-clause immediately after sub-clause (2) – (3) The Cabinet Secretary shall, in the carrying out of the functions and exercise of powers under sub-section (2), consult with, and collaborate with the respective county governments."
