    "content": "Mr. Temporary Chairman, Sir, I beg to move: THAT, Clause 95 of the Bill be amended – (a) by deleting sub-clause (1) and substituting therefor the following new sub- clause – (1) A person who intends to obtain a licence or permit under this Act shall – (a) make an application to the Commission in the prescribed form; and (b) submit to the Commission an environmental impact assessment licence obtained under section 63 of the Environmental Management and Co-ordination Act."
