    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 161 of the Bill be amended by – (a) renumbering the existing provision as sub-clause (1); (b) inserting the following new sub-clause immediately after the new sub-clause (1)– (3) Parliament may, as a condition for, or in addition to any appropriation it may make under subsection (1), impose such conditions as it may consider necessary to avoid the recurrence of the default."
